What if the parcel is held by German customs?

Most parcels clear automatically, with charges collected by the carrier at the door or already paid on a tax-inclusive line. When customs can't clear a parcel electronically, often because the value or contents description is unclear, you get a notice to collect it from your local customs office (Zollamt) and show proof of what you paid. The €150 threshold refers to the value of the goods themselves, not including shipping and insurance. Shipping does, however, count towards the amount VAT is charged on.

Usually not. A parcel refused at the door, or left uncollected at the Zollamt, goes back towards China, and you normally lose both the goods and the international shipping you paid, with a possible return fee on top.
